Leonardo Orlanski is a lawyer graduated from Universidad Austral with Gold Medal (2000) and has a Master in Administrative Law, obtaining also the Master Medal (2003).

EXPERIENCE

Leonardo Orlanski has recognized expertise in regulatory, competition and administrative law. In 2014 he founded Orlanski & Russell Abogados, a law firm focused on regulatory and competition advise in different countries. Previously, he was a partner at Rosso Alba, Francia & Asociados since 2005.

At the Austral University, he is head professor of Constitutional Law and also conducts lectures of economic regulation at the Master in Administrative Law. At the San Andrés University, he teaches at the Renewable Energy program. He has been lecturer at the congresses including one concerning regulation of public utilities, where he addressed competition concerns on that field.

Leonardo Orlanski has been recommended as one of the «Leaders in their field» (Public Law) by Chambers Latin America.

Mr. Orlanski has long years of experience in competition and in regulated sectors, particularly energy, telecommunications and other infrastructure industries, in Argentina as well as in other countries.

In the competition law field, he provided advise to BP in the sale of its investment to Pan American Energy, USD 7.1 billion; Latin Lawyer 11.30.10.

He also provided competition advise for the design and implementation of joint venture projects for the piping industry in several countries such Japan, Indonesia, India, China, Malaysia,Colombia, Perú, among others. He has also advised clients in M&A and anticompetitive conducts processes in Argentina and abroad, in industries including oil; telecommunications (i.e. the acquisition of the mobile company CTI – today Claro, one of the largest mobile companies in Latin America); grains; car manufactures; tubes; beverages; transportation; ports; energy; among others.

Esteban Russell graduated from University of Buenos Aires (2000) as attorney and obtained a postgraduate degree in Telecommunications Law (Austral University, 2001), in Corporate Law (University of Buenos Aires, 2003-2004) and a Specialization in Administrative Law and Economic Regulation (Universidad Católica Argentina, 2006-2007).

EXPERIENCE

Esteban Russell is widely experienced in the telecommunications sector and provides counsel to telecommunication and broadcasting service providers about general topics regarding administrative law, defense of competition and legal framework of the sector, including: radio spectrum, numbering, licensing regime, interconnection and penalty system.

He performed the role of legal-regulatory Manager at Movistar for three years.

He also acted as Legal Counsel of the Secretariat of Communications, where he took charge of the development of applicable rules in the telecommunications industry; he joined in the team responsible for legal counsel to domestic and foreign investors, and also in the Interconnection Team of the Legal Management of the National Committee for Communications.

As for his experience in the financial field, he was Cabinet Chief of the Secretariat of Finance of the Nation and later on, Undersecretary of Financial Services, where he took part in public finance matters, banking and financial activity regulation, public trusts and agreements with international financial entities.

He was in charge of managing policies related to the national development of financial, banking, insurance and security market services and of the stocks of the Ministry of Economy in twenty one companies, including YPF, Aerolíneas Argentinas, Banco Hipotecario, Papel Prensa, electricity and rail sector companies.

Additionally, he was the Argentine Republic Representative in the International Committee for the creation of Banco del Sur [Comisión Internacional para la creación del Banco del Sur] composed of representatives of Bolivia, Brazil, Chile, Ecuador, Paraguay, Uruguay and Venezuela.

Esteban has lectured invited by the Inter-American Telecommunications Commission (CITEL), the International Telecommunications Union (ITU), the Federal Institute of Telecommunications of Mexico (IFT), and the Mexican Bar Association (Barra Mexicana), among other national and international institutions.
